manufacturers or traders who export products to the eu are responsible for obtaining the ce mark. they can issuing the eu declaration of conformity with all relevant directives and generally their product do not need to be tested by third parties. however, the commercialisation of certain appliances that use gaseous fuel, and their safety, control and regulation devices requires a notified body like aenor to certify compliance with the mandatory safety requirements established in the regulation.
the new regulation (eu) 2016/426 on appliances burning gaseous fuels fully came into force on 21st april, 2018, instantly repealing directive 2009/142/ec.
in order to be sold in the european economic area, equipment using gas and its safety, control and regulation devices must comply with the technical guidelines set out in eu regulation 2016/426.it is the responsibility of the product manufacturer or its authorized representative to ensure that the product is designed and manufactured in accordance with the requirements set forth in appendix i of the regulations.

what is certification?
certification refers to the conformity assessment activities carried out by the notified body on products, services and systems in accordance with the requirements or standards of relevant technical specifications. certification refers to the process by which a third-party organization endorses the products, services, and organizations of the applicant.
do all products exported to europe have to be ce certified?
no need, only products involved in the ce directive/regulation must undergo ce certification when entering the european union and the european free trade area, and the ce mark is affixed to the product.
are all products within the scope of the ce directive/regulation required to be certified by a notification body?
no. ce directives/regulations clearly specify which products need to be certified by the notification body. products with low risk level, such as: class i ppe protection equipment, ordinary machinery (machinery not listed in appendix iv of the machinery directive) does not need the involvement of the notification body. the manufacturer can complete the assessment by themselves in accordance with the requirements of the ce directive/regulations, submit the assessment documents, and issue the declaration of conformity, and can also attach the ce mark by itself.
what products are covered by the gar regulation (eu) 2016/426?
the regulation applies to appliances that burn gaseous fuels and are used for cooking, refrigeration, air conditioning, heating, hot water production, lighting, or washing, as well as blown air burners and heating bodies equipped with such burners.
it is also applicable to safety, control, and regulation devices and their sub-assemblies, intended for incorporation into an apparatus or to be assembled to constitute an apparatus.
